Should We Accept This Proxy or Mail-in Ballot?

Proxy and ballot acceptance decisions are made at every HOA election — and errors in either direction create problems. Accepting an invalid proxy or ballot can affect the vote count; rejecting a valid one disenfranchises a member and creates a challenge. Proxy or ballot form included with meeting notice — all required fields pre-printed; submission deadline and method stated
Submission deadline confirmed — clearly stated in notice; board has written policy for handling late submissions
Member roster current — names, unit/lot numbers, and ownership status verified against HOA records
Delinquency status checked — governing documents reviewed for voting rights suspension on delinquency
Voting rights suspension list current — any formally suspended members identified before ballot counting begins
Each received proxy or ballot logged — member name, unit, date received, document type noted
Completeness checked for each document: signature present, dated within valid period, meeting scope correct
Eligibility confirmed for each member: current ownership, assessments current, no active suspension
Electronic ballots or proxies: state law and governing document authorization verified before counting
Rejected documents segregated and labeled — written rejection notice sent to member with specific reason
Challenged documents segregated — counted provisionally; dispute resolved before final certification
All valid proxies counted toward quorum — quorum calculation includes in-person plus proxy count
Inspector of elections report documents: total proxies received, accepted, rejected (with reasons), and challenged
